Human Resources Manager - Recruiting and Hiring

As a Human Resources Manager of Recruiting and Hiring, you will be responsible for developing, directing, and coordinating human resources activities, specifically in the area of recruiting and hiring. This position will coordinate and manage all sourcing, recruitment, and hiring processes for the organization, ensuring a best-practices approach. Specific job duties:

  • Administers and executes recruitment strategy for company, including processes and procedures for company and department personnel.
  • Plans, organizes, and controls overall recruitment for exempt and non-exempt personnel.
  • Directly manages the exempt-level recruitment process, including screening resumes, scheduling interviews, coordinating candidate visits, making travel arrangements, corresponding with job applicants, etc.
  • Oversees the recruitment of all non-exempt personnel, including managing Recruiting Specialists.
  • Develops recruitment plan for all projected yearly recruitment for exempt and non-exempt personnel.
  • Plans, organizes, and controls the recruitment budget while finding new, innovative recruitment techniques and sources.
  • Develops benchmarkable recruitment measures and goals and works to exceed those goals.
  • Manages company internship program, including the relationship with local college and university to ensure continued involvement and visibility with upcoming graduates.
  • Ensures a best-practice approach to sourcing and recruitment techniques in order to meet the hiring demands of the organization.
  • Writes and places recruitment advertisements.
  • Develops and recommends personnel policies and procedures.
  • Assists in preparation of budget for human resources operations.
  • Ensures compliance with relevant Federal, state and local laws, rules, regulations, codes and/or statutes with regards to the recruitment process.
  • Develops and conducts training for all personnel involved in the hiring process.
  • Maintains Human Resource Information System records and compiles reports from database.
  • Represents organization at personnel-related hearings and investigations.

The ideal candidate will have:

  • Must possess a Bachelor's degree in Human Resources, Business Administration or a related field.
  • A Master's degree in Human Resources Management or a related field is desirable.
  • PHR (Professional in Human Resources), SPHR, CIR, ACIR certification highly desirable; if not certified must be able to be certified.
  • Knowledge of current trends in applicant tracking software highly preferable.
  • A minimum of 3 years leadership/management experience.
  • A minimum of 3-5 years of recruiting management experience in a high volume, rapid-growth environment.
  • Demonstrated experience in the area of applicant sourcing through a variety of techniques, including but not limited to data-mining, social networking, and Boolean searches.
  • Must demonstrate the ability and desire to learn and implement new ideas.
  • Knowledge of relevant Federal, state and local laws, rules, regulations, codes and/or statutes.
